Election 2014: Simon, Topinka spar over transparency, ethics in comptroller’s race

With Illinois’ ongoing financial problems and a continuing backlog of bills to pay, Republican Comptroller Judy Baar Topinka’s office has long expedited payments to businesses and organizations most in need of getting paid for their state work.

Democratic Lt. Gov. Sheila Simon thinks the process needs to be more transparent than it is.

Both Simon and Topinka are running for comptroller, the state office responsible for writing the checks that pay the state’s bills.
