Emanuel backers form super PAC to raise millions

A long-time associate of Mayor Rahm Emanuel is forming a super-PAC that intends to raise millions of dollars to support him and aldermanic allies in the upcoming city elections.
Becky Carroll, who until recently was chief communications officer for Chicago Public Schools, says the new Chicago Forward PAC will not directly donate to candidates but instead independently spend money “to ensure that voters understand where candidates stand on issues facing our city.”
Such an independent expenditure group legally cannot coordinate its spending on TV ads, direct-mail pieces and other items with Mr. Emanuel’s campaign. But it will not face the $5,000 individual donation caps that the mayor’s own campaign committee, Chicago for Rahm Emanuel, faces — meaning that it will be able to take contributions of $50,000, $100,000 or more.
