Evanston public financing ordinance advances out of Rules Committee
Evanston’s Rules Committee voted 6-1 in favor of a proposed public financing ordinance on July 17th, moving it to the full City Council for further consideration. Reform for Illinois worked with Council Member Juan Geracaris (9th) to develop the ordinance.
RFI Executive Director Alisa Kaplan and Board President David Melton attended the Rules Committee meeting to answer questions about the ordinance. After a question was posed about the merits of a small-donor matching program versus a voucher-based system, Kaplan shared that “there’s actually significant research on how small-donor matching programs increase donations from low-propensity voters and low-propensity donors, much more than there is for voucher programs because voucher programs have only been in place since 2017.”
