Illinois Senate President Don Harmon may have violated campaign contribution limits

The Tribune covered a potential conflict brewing between Don Harmon, the Senate President, and the State Board of Elections. Harmon’s campaign committee accepted millions in contributions over the typical limits between March and December 2024 while under the impression that contribution limits had been removed via the self-funding loophole. RFI ED Alisa Kaplan weighed in on Harmon’s case and discussed the negative effects of the self-funding loophole. 

“This loophole lets legislative leaders jump right over those guardrails,” she said. “It also lets them distribute large amounts of money to their favored candidates, tightening their control over their members and ensuring the kind of loyalty that protected Madigan for years.”
