*Kelly shares emotional moment: South Side and south suburban U.S. Rep. Robin Kelly was midway through a largely uneventful speech before the Illinois Campaign for Political Reform on Tuesday, talking about her push for gun control, when she teared up and spoke in halting tones.

“Moments of silence in Congress aren’t going to cut it anymore,” said Kelly, who added that she doesn’t stand up for them when they are held in the House. Gun violence, she said, is a “public health epidemic” and urged funding for parenting, mentoring, after-school and summer jobs programs to take at-risk youths temporarily out of their troubled environments.

Afterward, Kelly told reporters that she was overcome by “frustration” at the shooting toll in Chicago.

“I’m just tired of talking about it and I want to do something. If I were very wealthy, I would put my own money into my district,” she said, recounting how she is frequently in touch with parents of murdered children and youths. “Who has to get shot or die? It’s not our colleague, (Arizona Rep.) Gabby Giffords? It’s not little kids? It’s not people praying in a church? Who has to die before we do something?” (Rick Pearson)”
