Remap referendum deserves a fair shot at the ballot

In a democracy, sometimes the process is as important as the outcome. If voters believe the election machinery has been rigged against their candidate, it’s almost impossible for the the declared winner to actually govern, even if he or she really did win. See Gore versus Bush.
That’s why I’m paying increasing attention to how the Illinois State Board of Elections is handling a pending challenge to a petition drive to take decisions about legislative reapportionment, more commonly known as remaping, out of the hands of self-serving pols and give it to a more neutral party.
